Heard learned counsel for the parties.

This Pubic Interest Litigation has been filed by the petitioner Jaunpur Institute Welfare Association with the following prayer to :-

(I). Issue a writ, order or direction in the nature of mandamus, commanding the respondent no. 2 to conduct and conclude fair and transparent enquiry in respect of written complaints made by the petitioner dated 28.05.2019, 13.06.2019 and 14.08.2019 ( Annexure Nos. 3, 4 and 5 to the writ petition).

(II). Issue a writ, order or direction in the nature of mandamus, commanding the respondent No. 3 to ensure the fairness and transparency in the examination of CCC Computer Course being conducted every month in different districts of the State of Uttar Pradesh including examination centres of District Jaunpur.

(III). Issue any other writ, order or direction as this Hon'ble Court may deem fit and proper in the circumstances of the case.

(IV). Award the cost of present writ petition in favour of the petitioner.

Upon perusal of the averments made in the petition and other documents appended thereto, it transpires that before filing the instant public interest litigation, the petitioner had already filed three representations dated 28.05.2019, 13.06.2019 and 14.08.2019 before the respondent no. 3, copies whereof have been brought on record as Annexure Nos. 3, 4 and 5 to the writ petition, for conducting and concluding a fair and transparent enquiry in respect of the allegations of practice of unfair means committed during holding of the examination of CCC Computer Course conducted every month in different districts of Uttar Pradesh including examination centres in District- Jaunpur.

The grievance of the petitioner appears to be that despite lapse of a considerably long period, the respondent no. 2 has not taken any cognizance of the petitioner's complaint.

In view of the above, without expressing any opinion on the merits of the case, we dispose of this public interest litigation with a direction to the respondent no. 2 to pass appropriate orders on petitioner's representations dated 28.05.2019, 13.06.2019 and 14.08.2019 (Annexure Nos. 3, 4 and 5 to the writ petition) strictly in accordance with law by a speaking and reasoned order within a period of four weeks.
