acknowledgement; that the informant invested a sum of Rs.15 lacs in restoring the restaurant to a commercially viable state and commenced business; that the informant also paid rent to the applicant for the months of July, 2016 to June, 2017 regularly and had done business from July, 2016 installing his Generator Set; that in the second week of May, 2016, some officials of the Bulandshahr Development Authority arrived at the Balipura Van Chetana Kendra in the absence of the applicant, who had claimed himself to be the owner of the restaurant, who informed him that the applicant was not the owner of the said restaurant; that on further enquiry under the Right to Information Act, 2005 concerning the Balipura Van Chetana Kendra and the ownership of the restaurant, the informant could ascertain from Divisional Forest Officer on 30.06.2017 that the Divisional Forest Officer, Bulandshahr had licensed the applicant to run the restaurant alone with no rights over the Balipura Van Chetana Kendra for a period of three years from 28.01.2017 and on the basis of that the applicant fraudulently rented it out to the first informant illegally realizing a sum of Rs.20,000/- per month, for which he did not even issue receipts besides realizing Rs.2 lacs by way of security.
