Section 23. Power to remove difficulties

If any difficulty arises in giving effect to any of the provisions of this Act including provisions relating to the constitution of the Council and its functions, the State Government may pass such orders not inconsistent with the purposes of this Act as may appear to it to be necessary or expedient for removing the difficulty and such orders may be made to have a respective effect.
