Section 20. Directions by the State Government

The State Government may issue directions to the Council, including directions modifying any of its actions or decisions which in the opinion to the State Government is not consistent with the provisions of this Act, and the Council shall act according to such directions:

Provided that a direction modifying the action or decision of the Council may be issued only after giving the Council and opportunity to state its case.
