(2) Petitioner is a civil contractor, registered with Nagar Palika Parishad, Manglour, District Haridwar. According to him, he was awarded contract for 61 different construction works, which he completed to the satisfaction of concerned authorities; payment was released to him for construction undertaken by him, however the amount deposited as security has not been released so far. By means of this writ petition, petitioner has sought a direction to the respondents to refund the security deposit made by him. (3) Having regard to the facts and circumstances of the case, writ petition is disposed of with liberty to the petitioner to make a representation to District Magistrate, Haridwar. If he makes such representation within ten days from today, District Magistrate, Haridwar shall take decision in the matter by passing a reasoned order within ten weeks thereafter.
