This writ petition is disposed of upon hearing learned counsel for the parties by passing the following order:-
The petitioner had made application for compounding the deviation in construction being done. It appears that all the procedures have been completed by the petitioner. Therefore, I direct the respondent No. 2, Secretary, Haridwar Development Authority to take decision on the application made by the petitioner for compounding the deviation. This shall be done upon giving notice for personal hearing to the petitioner. If he turns up, he shall be heard. The respondent No. 2 will pass a speaking order. This exercise shall be completed within a period of eight weeks from the date of communication of this order.
