(Male) w.e.f. 14. 10.2008 along with his batch mates namely K.Ravi Chander and Mirza Vilayath. [n the selection list, tl-re petitioner herein is shown as Senior to the above two individuals. Further, the petitioner has exercised his right to refuse the promotional post as per G.O.Ms.No.145, dated 15.06.2OO4. Subsequently, urde proceedings, dated 12.03.2020, the petitioner was again promoted to the post of MPHEO from MPHS (Male) along with the above two individuals. As per the said proceedings, the pe titioner was supposed to join in the said post within 15 days from the date of issuance. However, due to Covid- 19 pandemic, the petitioner could not join in the promotional post. Therefore, he made a joint application on 13.O8.2020 to the respondent No.3 requesting him to join in the promotional post. In turn, respondent No.3 addressed a letter, dated 24.O8.2O2O to respondent No.2 requesting to extend the date of joining of the petirioner in the promotional post at the ptace of posting. However, no action was taken by respondent No.2. Learned counsel further submits that the two individuals namely K.Ravi Chander and Mirza Vilayath made representation before respondent No.l and considering the same, the Government issued G.O.Rt.No.374 Health Medical and Family Welfare (G) Department, dated 02.O7.2022 accorded permission to respondent No.2 to extend the joining period of K.Ravi Chander and Mirza Vilayath to join in the promotion post in
