20.06.2017, at about 7:45 ANI, after taking breakfast, four boarder girls went outsicie by jumping from backside compound wall of the hostel without informing any of the staff members available in the school and one of the girls died by drowning in the water collected due to heavy rains in the trench dug by the contractor for laying the Mission Bhagiratha Pipelines. In view thereof, the petitioner was placed under suspension on21.06.2017, on the charges ofnegligence and misconduct. Thereafter, a charge memo bearing Rc.No.D5l220 /2017 , dated I l.O7 .2017 , was issued to the petitioner, to which the petitioner has submitted a detaited explanation and thereafter, the petitioner was reinstated into service vide proceedings dated 02.12.2017 and vide the very same order, the petitioner was awarded a major punishment of withholding of one annual grade increment with cumulative effect on the.basis of the report of the enquiry officer dated 14.102017. The petitioner preferred an appeal before respondent No.2 on 08.01.2018 but the same was also dismissed on 05.03.2019 and therefore, the orders of punishment as well as the appellate order are challenged in this Writ Petition.
