it reflects an appreciation of the case from a proper perspective. It is further submitted that, as the petitioner society was given an opportunity to submit the necessary documents with sufhcient time, this does not constitute punitive action against the petitioner. Therefore, the petitioner has not made a case to claim that the nonfurnishing of copy of the Opinion/ Report violates the principles of natural justice, as the petitioner's rights have not been adversely affected by the report. In fact, granting of the initial approval itself is iegaliy unsound, ald this cannot be perpetuated through continuous renewals. In the absence of any illegality or legal inhrmities in the impugned orders, this Court, in its summary jurisdiction, cannot arrive at a conclusion to review the decision taken by an authority constituted under the Statute.
