' Heard learned counsel for the petitioner, learned Government Pleader for Medical and Health appearing for respondent No.l, Sri A.Prabhakar Rao, learned Standing Counsel appearing on behalf of respondent No.2 and Ms. Gorantla Sriranga Poojitha, learned Standing Counsel appearing on behalf of respondent No.3.

The petitioner approached the Court seeking the prayer as follows:

"To issue a writ order or direction more particularly one in the nature of writ of mandamus declaring the inaction of the 2nd Respondent herein in not adding the 3 grace marks as per the regulation of 11.2.9 (l) of "The Regulations on Graduate Medical Educataon, L997 of National Medical Commission's Regulations" to the petitioner (Registration No.2001025051) as bad in law and in violation of the fundamental rights guaranteed under the Constitution of India and consequently to direct the 2nd respondent to add 3 grace marks to the petitioner and grant such other order or orders as this Hon'ble Court deems fit and proper in the interest of justice."
