b) That thepersons (Z.P.teachers) who were / arenot belongingto and holding the posts in the feeder categories in respectivelocal cadres are not entitledto be considered, selected andpromoted to thepostsof Principals, Senior Lecturersand Lecturers in DIET /Lecturersin IASE / STE /SCERT.
c) declare that nopromotionscan be effected withoutfirstissuingprovisional seniorlty list ofperson in feedercategory, receiving objections and finalizingthe seniority list.
d) attempt to consider andpromote personswho are or who were originally Z.P. employees isillegal and arbitrary beingin violation of A.P.P.E. (Old & RDR) order 1975 and Article14 and16 of the Constitutionof lndia'
