The petitioners claim that there is a Government land in Survey No.495 of Peddamul Village and Mandal, Vikarabad District, and they were assigned land to an extent of Ac.01.50 cents each in the aforesaid survey number. They allege that they were issued pattadar passbooks and title deeds pursuant to the said assignment. Consequent to new system introduced by the Telangana Government in the year 2016, the petitioners requested for issuance of e-pattadar passbooks and title deeds. But, so far, the respondent authorities have not issued the same. Since the petitioners were not issued new pattadar passbooks, they were not allowed to avail the benefit under “Rythu Bandhu Scheme”. Hence, the present Writ Petition is filed.

The material placed by the petitioners discloses that they have not made any application/representation to the 4^th respondent-Tahsildar requesting him to issue new pattadar passbooks and title deeds and straightaway approached this Court by way of the present writ petition.

Learned counsel for the petitioners would submit that the petitioners orally requested the respondent authorities to issue new e-pattadar passbooks and title deeds, who in turn, said that some writ petitions are pending before this Court on similar aspect.

This Court is not inclined to give weightage to the oral submissions/requests made by the petitioners. Therefore, it cannot be said that the respondent authorities are negligent in acting on the request of the petitioners.

Thus, the petitioners are granted liberty to make an application/representation to the 4^th respondent-Tahsildar, Peddamul Mandal and Village, Vikarabad District, requesting him to issue new e-pattadar passbooks and title deeds. As and when such an application/representation is made, the 4^th respondent shall consider the same and take a decision by assigning reasons, within a period of six (6) weeks from the date of the application/representation and communicate the said decision to the petitioners. It is needless to observe that if the petitioners are eligible for issuance of e-pattadar passbooks and title deeds, the same shall be granted to them.

With the above direction, the Writ Petition is disposed of.

Miscellaneous Petitions, if any, pending in this Writ Petition

shall stand closed. There shall be no order as to costs.
