The petitioner averred that against the order impugned in this writ petition, he has filed a statutory appeal before respondent No.2 and that the said respondent has issued endorsement in Roc.G/4601/2013, dated 01.10.2013, wherein it was stated that as he was on indefinite strike in pursuance of a call given by the Andhra Pradesh State Revenue Association in support of united Andhra Pradesh State, the petitioner may seek relief from the civil Court or Police for maintenance of status quo order. As this Court found the said endorsement as wholly irrational nay, irresponsible, on 10.10.2013 it has directed respondent No.2 to be personally present to show cause as to why an order directing initiation of disciplinary proceedings against him shall not be passed. Respondent No.2 was accordingly present before the Court on 21.10.2013 and he has also filed an affidavit in W.P.M.P.No.37495 of 2013, wherein he has admitted that the endorsement to the extent of advising the petitioner to go to civil Court or Police was made inadvertently. Respondent No.2 has also tendered unconditional apology and further stated that the Deputy Collectors have called off the strike with effect from 10.10.2013 and that soon thereafter, the appeal was taken on file and notice for hearing was issued for 29.10.2013. Respondent No.2, who is also personally present at the hearing today, stated that he will not repeat the mistake as committed by him by issuing the impugned endorsement and sought pardon of this Court.
