ORDER:
Petitioner has stated in paragraph 8 of the affidavit that he is pursuing Ph.D in History in the respondents University. However, he seeks to question the impugned proceedings of the Vice-Chancellor, Ex.P-1, dated 11.07.2013, whereunder the Vice-Chancellor issued orders for merger of certain Departments of the University based upon the draft report of the High Power Committee on the rationalization of staffing pattern in the Universities of Andhra Pradesh and report of the NAAC Peer Team on Institutional Accreditation of S.V. University, Tirupati. The challenge by the petitioner is to the proposal with regard to merger of Department of History and the Department of Ancient Indian History, Culture and Archaeology.
Since the petitioner is pursuing Ph.D in History in the respondents University, he has no cause with regard to the administrative decisions of the University accepting recommendation for restructuring of the Departments of the University. In spite of my repeated queries, the petitioner’s counsel was not able to satisfy the locus standi of the petitioner to sustain the challenge as he is no way affected by the restructuring of departments and administrative decisions of Vice-Chancellor. I am, therefore, not satisfied with the writ petitioner’s bona fides and locus standi.
I am also not satisfied that any legal right of the petitioner is affected as no Department is being abolished but it is only a case
of merger for administrative convenience.
Hence, the Writ Petition is dismissed. No costs. Miscellaneous petitions pending in this writ petition, if any, shall stand closed.
