The petitioners herein claim title to Ac.0-26 guntas of land situated in Sy.No.35 (old), corresponding to new Sy.No.50, situated at Khajipet Jagir Village, Hanamkonda Revenue Mandal, Warangal District. It is stated that their names are also entered in the revenue records. Alleging that the respondents 3 and 4 herein attempted to interfere with their possession, the petitioners filed O.S.No.686 of 2003 and O.S.No.1652 of 2005 on the file of the Court of the Principal Junior Civil Judge, Warangal and the same are pending. An order of temporary injunction granted in O.S.No.686 of 2003 is also stated to be in operation. That apart, a revision petition filed by the respondents 3 and 4 under Section 9 of the A.P. Rights in Land and Pattadar Pass Books Act, 1971 (for short, ‘the ROR Act’) is pending on the file of the 1st respondent – Joint Collector, in which by proceedings dated 23.4.2011 status quo was directed to be maintained. Pursuant to the said order, the 2nd respondent – Tahsildar by his proceedings dated 25.11.2011 instructed the Village Revenue Officer to implement the order of status quo. In turn, the Village Revenue Officer appears to have brought to the notice of the 2nd respondent that the petitioners herein had constructed a house in violation of the order of status quo. Thereupon the 2nd respondent by letter dated 25.11.2011 requested the 1st respondent to issue suitable instructions with regard to the alleged violation of the order of status quo. Aggrieved by the same, the present writ petition is filed seeking a declaration that the order of status quo dated 23.4.2011 granted by the 1st respondent and the consequential letter dated 25.11.2011 issued by the 2nd respondent are arbitrary and illegal.
