The land in Survey No.74/7 of Akkarampalle Village, near Tirupathi admeasuring about Acs.75.00 belongs to the Government. Out of it, an extent of Acs.37.05 of land in Survey Nos.74/1 to 6 is said to be tank poramboke and an extent of Acs.26.00 of land in survey No.74/7 was handed over to Tirupathi Urban Development Authority (TUDA) for establishment of Auto Nagar. Later on, TUDA transferred the said extent of Acs.26.00 of land in favour of A.P. Industrial Infrastructure Corporation Limited (for short ‘the Corporation’), after obtaining permission from the Government. The Corporation, in turn, developed the land into industrial estate and allotted plots to various individuals. One such plot i.e. Plot No.214 was allotted in favour of petitioners by way of registered document No.7065/2002, dated 26.12.2002. The grievance of petitioners is that when they wanted to expand the workshop, they approached Union Bank of India, who have asked for mortgaging the said plot in favour of Bank. Therefore, the petitioners sought to present the document for registration before the 4th respondent.
