The land of the petitioners was acquired by the Government under Priyadarshini Joorala Project and thus they are the land losers and the Government issued G.O.Ms.No.98 dated 15.4.1986 to provide jobs to the displaced persons in the implementation of projects and to keep such appointments outside the purview of the Andhra Pradesh Public Service Commission. In particular, it is decided that not more than 50% of the vacancies of posts, which are equivalent to Junior Assistants or Typists or cadres below, be reserved to be filled in by the displaced family members simultaneously following the rule of reservation amongst various social sectors such as scheduled castes, scheduled tribes, backward classes, exservicemen, physically challenged categories, meritorious sports persons, etcetera. Thereafter, the State Government has also announced yet another policy decision through their G.O.Ms.No. 266, Irrigation and Command Area Development (Projects Wing) Department, dated 19.09.1994, constituting selection committees, to be in conformity with Section 4 of Act 2 of 1994. The District Collector concerned will be the Chairman of the Committee, which also comprises the Joint Collector of the District and the Chief Engineers of the concerned project as the other members. The petitioners have applied to the 3rd respondent – District Collector and the eligibility list dated 18.4.2011 contains their names. The 2nd respondent – Corporation issued notification dated 17.10.2011 notifying 1,755 vacancies of Junior Plant Attendants, and in which Priyadarshini Joorala Hydro Electrical Station has been notified 45 vacancies. As their names were included in the eligibility list, they could not apply pursuant to the said notification. Therefore, the petitioners are seeking a direction to the respondent no.3 to forward theirs names to the 2nd respondent for considering their appointment to the post of Junior Plant Attendant.
