2. The petitioners are working as Secondary Grade Teachers in the respective aided schools at Makivalasa and Kaminayudupeta, villages, Jalumuri mandal, Srikakulam District. The petitioners along with others, were declared surplus Secondary Grade Teachers and in the counseling conducted for transferring and posting in Zilla Parishad High Schools, by proceedings no.3112/E1-4/2005 dated 24.1.2006, they were transferred to Z.P. High Schools by the 3rd respondent – District Educational Officer, Srikakulam. Again the 3rd respondent by proceedings No.3212/E1-4/2005 dated 31.1.2006, cancelled the earlier transfer proceedings dated 24.1.2006. The cancellation proceedings of the 3rd respondent dated 31.1.2006, were challenged before this court in W.P.No.3531 of 2006 and this court set aside the proceedings dated 31.1.2006 and eventually the matter was carried to the Apex Court in S.L.P.No.9541 of 2007 and the Apex Court dismissed the petitions. Therefore, the claim of the petitioners is that as per the proceedings of the 3rd respondent dated 24.1.2006, they shall be posted in Z.P. High Schools and pursuant to the judgment of the Apex Court dated 6.9.2011, they made representation dated 12.10.2011 to the 3rd respondent – District Educational Officer, Srikakulam. But the said representation has not been considered till date and hence the present writ petition.
