This writ petition can be disposed of right at the admission stage as the controversy involved in this case is lying in a very narrow compass. One Sri.K.Venkataramana, S/o Sri.K.Krishnappa was an Ex-Serviceman. Considering his request land of an extent of Ac.1-90 cents in Sy.No.691/2 of Basinikonda Revenue village, Madanapalli Mandal, Chittoor District has been assigned to him on 18.07.1990. There is no controversy with regard to the status of Sri.K.Venkataramana that he was an Ex-Service man. Further, the State Government has taken a policy decision and announced the same through G.O.Ms.No.1117/Revenue (Assignment-I) Department, dated 11.11.1993 to accord permission to the Ex-Service man who have been assigned lands, for alienating the same after a lapse of ten years. As was noticed supra more than 10 years time has elapsed from the date on which the assignment was made in favour of the aforementioned individual. Therefore, as of now the lands can be alienated. The writ petitioner herein appears to be the wife of the original assignee. When she made an attempt to secure the valuation certificate from the 4th respondent-Sub-Registrar, Madanapalli, Chittoor District for the land in question the same was denied on the ground that there is no valuation to be furnished for assigned lands.
