This writ petition is filed seeking to declare the action of the respondents in not granting pattas in favour of the members of the petitioner-association, despite socio-economic survey was conducted, as illegal and arbitrary and consequently, to direct the respondents to forthwith allot pattas to the members of the petitioner-association.

It is the claim of the petitioner-association that all its members are landless poor and they belong to the weaker section communities of SC/ST and they have no shelter over their heads and they are eking their livelihood by pulling rickshaw, auto etc., having migrated from the surrounding villages to Hyderabad city. According to them, land in Survey No.66/1 admeasuring Ac.19.27 gts., situated at Mansoorabad Village, Saroornagar Mandal, Rangareddy District, is classified as poramboke land belonging to the Government. Therefore, the petitioner-association has been representing the respondentauthorities time and again for grant of pattas to its members. In fact, the respondents have conducted socio-economic survey and prepared a statement showing the social status of the members of the petitionerassociation who are below the poverty line and who have no shelter over their heads and therefore, the petitioner-association is requesting the authorities to grant pattas for the purpose of constructing small roof over their heads. Such representation is not considered till date. Even though no counter is filed on the basis of the instructions,

the learned Government Pleader stated that this is a Government land and some other unsocial elements are also trying to grab the same and steps are being taken to protect the land from grabbers as well as from unauthorized occupants.

The socio-economic survey for grant of house site pattas conducted by the respondents is not in dispute.

In those circumstances, the respondents are directed to take immediate steps for allotting suitable extent of land to the members of the petitioner-association, if they fall within the guidelines framed in this regard and complete the process, within a period of six months from the date of receipt of a copy of this order.

Accordingly, the writ petition is disposed of. No order as to costs.
