Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the Affidavit filed herein the High Court will be pleased to to issue a writ, order or direction, more particularly one in the nature of writ of mandamus:- (1) directing the respondents 1 to 3 to provide sufficient funds to the 4th respondent to run the Kovur Sugar Factory, as was being done earlier, without entrusting the said factory to any private party/organisation in pursuance of the advertisements published in the daily n ews papers on 24/08/2002 calling for bids for the sale of the said factory, (2) to declare section 12-A of the Andhra Pradesh Cooperative Societies Act, 1964 and the Rules, and notification issued thereunder as illegal, arbitrary, void, being violative of the principles for which the A.P.Cooperative Societies Act 7 of 1964 was passed and it is opposed to various secdtions of Act, 7 of 1964 which are incorporated for effecting and propagating spirit of cooperation and self governance of various professions, including agriculture, and also violates Articles, 14, 19,21,39(b) and (c) and 300-A of the Constitution of India and (3) to pass such other order.
