1. This writ petition has been instituted calling in question correctness of the orders passed by the respondent-Mandal Revenue Officer on 15^th September,1997 rejecting to grant social status certificate recognizing the writ petitioner as a member belonging to the Backward Class Group-C .

The writ petitioner has asserted that he belongs to a community which is recognized as Scheduled Caste and that he had got converted to Christianity and on that basis he solicited the social status certificate recognizing him as a member belonging to the Backward Class Group-C. The petitioner has asserted that he had submitted an application to the Mandal Revenue Officer for the said purpose, which request has been declined through the impugned order passed on 15-09-1997.

Since there is no representation on behalf of the writ petitioner, on the last occasion, I directed the learned Government Pleader for Social Welfare to find out and obtain latest instructions in the matter. Thus the learned Government Pleader for Social Welfare had placed the records made available by the Mandal Revenue Officer, Narayanpet, who is present personally in the court. It is asserted that the Mandal Revenue Officer has visited the Singaram village with a

view to ascertain the social status of the writ petitioner and his family members. Unfortunately, the writ petitioner has described himself as Rajesh son of Rajappa, resident of Singaram village. But the Mandal Revenue Officer would assert that there is nobody residing in the village by name Rajesh or even by the name Rajappa for him to know the social status of the writ petitioner. Unless the writ petitioner was recognized to be a member belonging to the Scheduled Caste earlier, and unless he is able to establish that he was converted to Christianity, question of granting social status certificate recognizing him as belonging to Backward Class Group-C does not arise. In view of the assertion of the respondent that there is no one by name Rajesh or even Rajappa belonging to the Singaram village, the lis in this writ petition could not be adjudicated and hence, the writ petition is dismissed, but however without costs.
