The principal controversy raked up in the above writ petition centers round the recruitment process undertaken by the respondent Hindusthan Petroleum Corporation Limited for filling up the posts of
Junior Fire Inspector. Out of 18 candidates sponsored by the Employment Exchange such of those who answer the qualifications required for the post, have been notified to appear for the written test which was conducted on 31.8.1996 and the writ petitioner was one amongst them. It is asserted that the petitioner secured only 22% of the marks in the written test as against the qualifying marks of 40% and consequently, he has not been subjected to the next process of selection viz., the interview. But however, pursuant to the interim order granted by this Court, he has been permitted to appear for the interview that took place on 20.11.1996 and the results have not been finalized.
In the interregnum, a major fire broke out in the respondent Corporation’s Refinery at Vishakhapatnam on 14.9.1997 in which it is alleged that several buildings got completely destroyed. One such building was the one where the personnel records and recruitment records were housed. In view of this major fire accident, the respondent Corporation has been completely incapacitated from finalizing the selection and in that view of the matter, they have cancelled the proposed recruitment process of the Junior Fire Inspectors.
In view of the above, the cause in the writ petition does not survive for adjudication. The writ petition is accordingly, dismissed, but however, without costs.
