Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the Affidavit filed herein the High Court may be pleased to issued a writ, order or direction more in the nature of mandamus directing the respondent No.1 to declare the petitioners as seniors to the respondents 2 to 4 for all purposes including for promotion to the post of Assistant Executive Engineers by holding that the impugned B.P.Ms.No.28, dated 10-01-1990 issued by the Secretary A.P.S.E.B, Hyderabad as wholly illegal, arbitrary and violative of Articles 14 and 16 of the Constitution.
