Learned counsel for the petitioner submits that the impugned order dated 13.02.2026 is cryptic, non-speaking, and nondescriptive in nature. It is submitted that the adjudicating authority has merely recorded bald assertions and failed to reproduce illustrations, substantive findings, or detailed discussions to justify the action taken against the petitioner.

Learned counsel further submits that the reasoning is one of the most crucial part of an order, and without the same, an order is rendered legally unsustainable. It is also submitted that the failure to spell out reasons in the impugned order amounts to gross violation of the principles of natural justice.

Learned counsel appearing for the respondents is unable to refute the aforesaid submissions and failed to put forth any illustration or evidence from the record to substantiate the findings qua the alleged irregularities committed by the petitioner.

In the fitness of things and considering the submissions advanced by the learned counsel, this Court deems it appropriate to set aside the non-speaking impugned order and remand the matter for fresh adjudication. Accordingly, the impugned order dated 13.02.2026 is hereby quashed and set aside.

The petitioner is directed to mark his presence before the Competent Authority on 19.05.2026 at 11:00 A.M. The Competent Authority is also directed to afford due opportunity of personal hearing to the petitioner on the stipulated date and pass a reasoned and speaking order within a period of 15 days thereafter, strictly in accordance with the law.

In view of the above terms, the present writ petition stands disposed of. Pending application(s), if any, shall also stand disposed.
