We have perused the record.

Admittedly, the writ petition was disposed of without providing any opportunity of hearing to the respondents. Therefore, we deem it just and proper to set aside the order dated 23.03.2018 passed by learned Single Judge.

The matter is remanded back to the learned Single Judge for deciding the same on merits.

The S.B. Civil Writ Petition No.6446/2018 is restored to its original number.
