Having considered the submission of learned counsel for petitioner and on perusal of judgment in case of Bharat Singh Yadav Vs. State of Rajasthan and Ors (supra), Vinita Kumari Vs. The State of Rajasthan (supra) and Ten Singh Vs. State of Rajasthan (supra), writ petition may be disposed of with liberty to the petitioner to file a fresh representation within a period of 4 weeks from today.

Considered the grievance raised herein, the petitioner is given a liberty to submit a representation to respondents within a period of four weeks from now raising all grounds. The respondents are directed to decide the representation with a reasoned and speaking order within a period of 4 weeks from date of receipt of representation, in light of ratio laid down in case of Ten Singh (supra) . After passing the order, the respondents are under an obligation to communicate the decision to the petitioner either by way of speed post or through E-mail, if petitioner has provided E- mail in his representation. If the petitioner(s) is still aggrieved, he has a right to re-approach the court with fresh petition.

Accordingly, the writ petition with pending application, if any, stands disposed.
