This intra Court appeal is preferred against order dated 12.4.2023 passed by learned single Judge whereby the writ petition has been dismissed holding that the petitioner has no legal right for having permanent entry pass in the Secretariat as it is for the authorities to regulate entry in the Secretariat.

Though, no guidelines have been placed for consideration of the learned single Judge. However, now in the appeal, guidelines regulating issuance of entry pass have been placed. It is also submitted that Rajasthan Press Representatives Accreditation Rules, 1995 (in short “Rules of 1995”) are also applicable in the matter.
The aforesaid material which are being placed before us for the first time, were not placed for consideration before learned single Judge.
Be that as it may, the appellant may submit application for renewal of accreditation and fresh application seeking issuance of entry pass before the competent authority. On such application, the competent authority shall consider the application for issuance of entry pass in accordance with the applicable guidelines/rules.
With the said directions, at this stage the appeal is disposed off.
