Shri Anil Joshi, learned GA-cum-AAG has filed reply on behalf of the respondent-State. It is stated in the reply that the prayer of the prisoner for sending him to Open Air Camp was prepared and sent to the Director General (Prisons), Jaipur and vide its order dated 03.05.2019, the prisoner had been ordered to be sent to Sheep & wool Investigation Center (Open air camp) Bichwal, District Bikaner. It is specifically alleged in the reply that the prisoner did not appear to mark his presence for work, as he shut down the door of his room from inside and even after counselling, he did not open the door. The Jailor was called with other staff, who broke the windows and took the prisoner out. He was found to be inebriated condition and so he was sent to the hospital for medical examination. Upon medical examination, he was found consuming liquor and thus, owing to his obnoxious behaviour, he was found ineligible to retain in the Open Air Camp. Thus, he was directed to lodge back in the jail. Now, since 13.06.2021, he is confined in the jail premises.
