Both the petitioners by way of these writ petitions have assailed the notification dated 17.01.2019 whereby the vacancies for the post of Junior Scientific Assistant were advertised. According to the petitioners, as per the advertisement, they cannot apply for the post of Junior Scientific Assistant in the divisions of Physics, Botany, Zoology, Bio-chemistry, Documents, Serology, Ballistics etc., whereas according to their qualification of B.Sc. in Forensic Science and B.Sc. (honors) having specification in Forensic Science, they should be held qualified to participate in the selection process. The petitioners have also challenged the concerned Rules of Rajasthan Police Forensic Science Subordinate Service Rules, 1980 (hereinafter referred to as the ‘Rules’) to the extent for holding the petitioners eligible to apply in all the divisions for the post of Junior Scientific Assistant. The petitioners have prayed to struck-down the Rule 12 read with Schedule of Rules to the extent that the candidates having qualification of B.Sc. (Forensic Science Honors), should be held eligible to apply for the post of Junior Scientific Assistant and consequently the advertisement dated 17.01.2019 may be quashed.
