Civil Writ Petition No.3792/2018 was challenged by the State of Rajasthan in D.B. Special Appeal (Writ) No.248/2019, which was allowed by the Division Bench of this Court vide order dated

23.05.2019 and the order passed by the learned Single Judge was set-aside and the matter was restored to its original number for hearing afresh and copy of the order dated 23.05.2019 is taken on record.
