thereafter constituted a visiting team on 2.3.2016. After due scrutiny of the documents, on the basis of stimulus received from report of the visiting team, the NRC, in its 252nd meeting, observed that the institution has adequate financial resources, accommodation, library and laboratory prescribed in the norms and standards and that it fulfills all such other conditions relating to infrastructural and instructions facilities required for proper functioning of the institution. After this, the respondent no.3 issued on 13.05.2016 the letter of intent prior to grant of recognition/permission for D.El.Ed. Course under Clause 7(13) of the NCTE (Recognition Norms and Procedure) Regulation, 2014, and copy was given to respondent no.2. The petitioner thereafter immediately approached the respondent no.2 for constitution of selection committee panel so that the Principal and other teaching staff for the petitioner college could be approved. The petitioner also submitted application on 26.04.2016 to respondent no.2 in this regard, but nothing has been done so far. Hence this writ petition for a direction to respondents to consider the application of the petitioner for grant of recognition.
