The petition has been filed inter alia seeking a writ of mandamus directing the respondents to de-freeze/unblock the petitioner’s bank account no.05241050004247 maintained with HDFC Bank, Jeevan Jyoti Building, the Mall Road, Shimla, Himachal Pradesh, as well as his Paytm wallet.

Learned counsel for the bank/respondents has drawn attention to an email dated 15.04.2026, Annexure P-3, pointing out that the reason for freezing the petitioner’s aforementioned account is a communication received from Cyber Complaints Cell, Ministry of Home Affairs, regarding three credit

entries amounting to ₹2,000 in total. He is not in a position to dispute that no further communication regarding any other questionable entry in the petitioner’s account has been received.

In these circumstances, learned counsel for the petitioner submits that the petitioner would have no objection to the Bank keeping a lien on an amount of ₹2,000 in his account, provided he is permitted to operate the account as such.

In this view of the matter, the petition is disposed of with a direction to the respondent/Bank to keep a lien on an amount of ₹2,000 in the petitioner’s account, and make the account as well as the connected Paytm wallet operational for all intents and purposes, within a week from today.
