1. Apprehending danger to their life and liberty, both petitioners who are in live-in relationship have filed the present petition with a prayer to direct respondents No.2 and 3 to protect their life and liberty from respondents No.4 and 5.

2. Learned counsel for the petitioners submits that petitioner No.1 was 16 years 11 months while petitioner No.2 was 20 years 03 months of age. Petitioners fell in love and were in relationship. Parents of petitioner No.1 were against the relationship and had extended threats to eliminate both petitioners on which account petitioner No.1 joined the company of petitioner No.2. Representations dated 08.07.2026 (Annexures P-3 and P-4) were moved to Senior Superintendent of Police, Kaithal, Haryana and the Station House Officer (Nodal Officer), Siwan, District Kaithal, Haryana for protection of their life and liberty but no action was taken thereon.

Petitioner No.1 is a minor aged 16 years 11 months. She is thus

a child in need of care and protection within the meaning of Section 2(14) of the Juvenile Justice (Care and Protection of Children) Act, 2015.

Accordingly, official respondents No.2 and 3 shall ensure, through Child Welfare Officer, Kaithal that petitioner No.1 is produced before the Child Welfare Committee, Kaithal within a period of one week. The Child Welfare Committee, Kaithal constituted under The Juvenile Justice (Care and Protection of Children) Act, 2015 shall take a decision as to the custody of the child as per law and send a compliance report to this Court.

At the same time, official respondents are directed to decide representations dated 08.07.2026 (Annexures P-3 and P-4) of the petitioners within a period of one month. In case, it is found that there is a genuine threat to the lives and liberty of petitioners, necessary steps as per law be taken at the earliest, so as to ensure that no harm is caused to the petitioners.
