Contempt petition (COCP-6141-2025 O&M, decided 07.03.2026) filed by Labh Singh in person alleging violation of the order dated 02.3.2023 (Annexure P-1) passed by a coordinate Bench in CWP-4454 of 2017 ('Labh Singh and others vs. State of Punjab and others'), whereby the petitioners were held entitled to the revised pay scale of Rs.5000-8100 with consequential benefits within 03 months, read with the Division Bench judgment dated 05.9.2024 in LPA No.335 of 2024 ('Nagar Council, Dera Bassi vs. Labh Singh and others'), whose para 4 recorded a consensus confining the writ petitioners' claim to benefits for three years prior to CWP-16560-2016 with release of the amount within two weeks. Present contempt petition has been filed alleging violation of order dated 02.3.2023 (An n exure P-1) passed by a coordinate B ench of this Court in CWP-4 4 54 of 2017 titled as “Labh Singh an d others vs. State of Punjab and others”, whereby the petition was allo w ed and it was observed that “…the petitioners are held entitled fo r the revised pay scale. Respondents are thus directed to consider the claim of the petitioners a s raised in the present writ petition fo r granting them revised pay s c ale of Rs.5000-8100 with all conseque n tial benefits within a period o f 03 months from the date of receipt o f certified copy of this order….” ; read with judgment dated

05.9.202 4 (Annexure P-2) passed by the D ivision Bench of this Court in LPA N o.335 of 2024 titled as “Nagar C ouncil, Dera Bassi vs. Labh Singh an d others”, whereby, in para 4 o f the said order, it has been recorded as follows :-

“4. Learned cou n sel for appellant and respondents/ writ p etitioners submit that a consensus has been a r rived at between the parties that writ petitioners w ould restrict their claim to the benefit afforded t o them, for a period of three years prior to filing o f the earlier writ petition i.e. CWP-16560-2016 an d would not claim any arrear beyond that. Appell a nt, it is stated would be satisfied if the relief a s granted by learned Single Bench is restricted as above. The amount in question shall be released within next two weeks….”
