The petitioner is statedly living in Flat No.29-MIG, Phase-I, Dugri, Ludhiana. He claims himself to be a victim of '1984-Anti-Sikh-Riots' who was allegedly displaced from Bhagolpuri, Delhi. The petitioner has appended some documents including a Blue Card issued in favour of his son. It is also claimed that though the petitioner is living in the above-stated flat alongwith his family-members from last couple of years but no 'Red-Card' has been issued in his favour so far. It is also the case of petitioner that he being a riotvictim is entitled to issuance of 'Red Card' as well as the benefits under various policies of the Central/State Government including regularization of the flat under his occupation. The above-stated claim has been raised by the petitioner vide representations dated 20.01.2015/20.07.2015 (P-19 Colly.). He has also filed an affidavit that no benefit

under any of the Government Policies has been drawn by his brothers, sisters, parents or children in the category of 'riotsaffected persons'.

In the light of the above-stated averments made by the petitioner, however without expressing any views on the merits of his claim, we dispose of this writ petition with a direction to respondent Nos.2 & 3 to hold a fact-finding enquiry to ascertain correct status of the petitioner and if it is found that he is bonafide riots-victim, consider his claim as contained in the above-mentioned representations which shall be decided in the lights of the Government policies coupled with the judgments passed by this Court from time to time, within a period of three months from the date of receiving a certified copy of this order. In the fact-finding enquiry, respondent Nos.2 & 3 will associate the petitioner and will give him opportunity to establish his status as a riot-victim.
