14.3.2014 (Annexure P-1) whereby respondent No.2 has forfeited
the earnest money deposited by the petitioner and has also
debarred the petitioner from tendering in the Chandigarh Housing
Board in future.

¶19

 After hearing learned counsel for the petitioner, we
dispose of this petition with a direction to respondent No.3 to
decide the appeal filed by the petitioner expeditiously,
preferably, within a period of two months from the date of
receipt of certified copy of this order. The appellate court
shall also take up the stay application of the petitioner and
pass appropriate orders thereon within a period of two weeks.
