This is a petition under Articles 226/ 227 of the Constitution of India seeking a writ in the nature of certiorari quashing the order dated March 3, 2010 (annexure P-4) whereby respondents 3 to 8 have been promoted to the posts of Assistant Engineer without consideration of the eligible claims of the petitioners, who are senior to them in feeder cadre of Junior Engineer and for seeking a writ of mandamus directing respondent
