The petitioner's main grievance appears to be that unless the consequential benefits flowing from the previous orders passed by this Court on 11.8.1988 and 15.03.1999 are granted, the benefits and arrears arising out of the subsequent order dated 08.08.2011 passed in his favour can not be correctly determined. The said exercise, according to the petitioner, has not been undertaken by the respondents till date.

Since variety of claims raised by the petitioner need to be determined on verification of the records, the assistance of an expert in accounts, besides a person who ought to be fully conversant with the government instructions issued from time to time, is required. I, therefore, deem it appropriate and as agreed to by the petitioner who is present in person, to constitute an Officers' Committee to be headed by the Secretary, Department of Health and Family Welfare, who shall associate an officer from the Accounts Department, preferably the Chief Accounts Officer as well as the Director, Health and Family Welfare, Punjab as members, with him in the said Committee. The afore-stated Committee shall hear the petitioner claim-wise and thereafter determine as to whether all the benefits flowing from different court orders starting from 11.8.1988 onwards have been granted to him or not. The Committee shall decide the petitioner's claim within a period of four weeks but not later than six weeks in any circumstance.

The petitioner shall appear before the Secretary, Health and Family Welfare, Punjab, on 02.04.2012 at 11.00 AM.
