Petitioner, who was a student of MBA, had undertaken her examination pertaining to first semester, which commenced on 12^th December, 2007. On 21^st December, 2007, petitioner appeared in the last paper i.e., subject of Managerial Economics. Petitioner was apprehended by the Superintendent of the Examination Centre, as some material was written on the palm of the petitioner. The photograph of the palm of the petitioner is attached as Annexure P-1.

Unfair Means Committee constituted by the university, vide Annexure P-4, decided to debar the petitioner from appearing in any subsequent examination for a period of two regular semesters and it was held that she will be eligible to appear in December 2008.

It has been contended by Mr.O.P.Hoshiarpuri, counsel for the petitioner that the material, which was written on the hand, has not been used in the examination. Petitioner had sought forgiveness from the Centre Superintendent, who had forwarded the writing (Annexure P-2) to the university. Furthermore, the Unfair Means Committee called the petitioner to appear before them. On 5^th March, 2008, petitioner filed a reply before the Unfair Means Committee and admitted her guilt.

While exercising writ jurisdiction, we cannot substitute our opinion to the opinion of the Unfair Means Committee. Unfair Means Committee consists of one retired District and Sessions Judge, one retired Lieutenant General and a member appointed by Punjab Technical University. By awarding the punishment of disqualifying her till December 2008, the petitioner has been leniently dealt with. We find that order (Annexure P-6) passed by Unfair Means Committee is just and appropriate. No interference is called for. Hence the present writ petition is dismissed.
