Learned Advocate for the petitioner submitted that the petitioner-college was duly registered in the college affiliation portal of Bihar having registration no.2024000025 dated 14.12.2024. Upon submission of the security money to the respondent-University for affiliation, the inspection team duly inspected and verified. On being satisfied, the inspecting team recommended for affiliation of the petitioner-college to the respondent-University and the State Government. The matter has also been placed before the Syndicate and Senate of the University, which in turn, also recommended for grant of temporary affiliation to the petitioner-college to run degree college in Science, Arts and Commerce stream. The recommendation letter has been placed on record as AnnexureP/5 to the writ petition. Despite the recommendation made by the University in favour of the petitioner-college, till date no decision has been taken by the Director, Higher Education, Bihar, Patna; hence, the present writ petition.
