nature of a public interest litigation praying for commanding the respondent authorities to take necessary action provided under law to curb the rampant corruption prevailing in the Department.

The petitioner, who claims to be a registered NGO has filed the instant application through an advocate making vague and unsubstantiated allegations like the Bihar State Tourism Development Corporation Limited not functioning as per provisions of law, some allegations against Executive Engineers and Junior Engineers as also some employees working on contractual appointment, guidelines of the State regarding Drawing and Disbursing Officer not being followed, thus there being violation of financial rules. The writ application also talks about some complaint being filed against the officials by some Samridhi associate as also the Bihar State Tourism Development Corporation Ltd. not depositing the advance income tax.

In the opinion of the Court, the writ application is not only lacking in material details but from the averments made in the writ application as also the prayer made therein are absolutely misconceived.
