petitioner to file an application before the competent authority for Arms License again after obtaining the Arms Training Certificate.

4 . If such an application is filed, the same shall be considered by the competent authority in accordance with law without being prejudiced by the fact that earlier orders were passed against the petitioner by the District Magistrate which has been upheld by the Commissioner.

5 . The authorities will also consider the fact that the petitioner is a Member of Rifle Association of Bihar and he is into shooting therefore he deserves Arms License.
