Heard learned counsel for the petitioner and the State.
Petitioner in the present case is seeking the following
reliefs:-
“(i) For the issuance of an appropriate writ or writs in the nature of certiorari quashing the letter dated 20.10.2022 issued by the Joint Secretary, Planning and Development Department, Govt. of Bihar, Patna, the respondent no. 5 vide memo no. 4667 dated 20.10.2022 contained in Annexure -3 to this writ application by which one M/S Vaishanavi Hospital, Jakariapur, Patna has been selected for

the supply of man power of office attendant and vehicle driver.
(ii) For the issuance of an appropriate writ or writs in the nature of mandamus commanding the respondents to pay all the pending bill and security money to the petitioner immediately without any delay.
(iii) To pass an appropriate order/ orders to which this Hon’ble Court may deem fit and proper.”
Learned counsel for the petitioner submits that the petitioner is not much interested in getting quashing of the impugned order, however, his main concern is that the respondent should pay all his pending bills and refund the security money.
Considering the nature of the grievance of the petitioner, this Court grants liberty to the petitioner to submit a fresh representation with all supporting documents before respondent no. 5 who shall examine the representation of the petitioner and take an appropriate view on that. In case any admitted dues is found payable, the same shall be made available to the petitioner within a period of three months from the date of receipt/ production of a copy of this order. For the rejection of the claim, if any, adequate reason shall be provided within the same period.

Let it be recorded that this Court has not gone into the merit of the contention of the petitioner and it is left open for the
concerned respondents to look into the same independently.
