3 20-07-2023 1. The present writ petition has been filed seeking the following relief:-

“1. That the present writ petition is being filed for quashing the letter dated 21.05.2013 issued by the Finance Department, Government of Bihar vide Memo No. 5153, whereby and whereunder it has been directed that under Modified Assured Career Progression Scheme (MACP), 2010,

the upliftment from Pay band, i.e., P.B.-2+ 4800 Grade Pay or 5400 Grade Pay to Pay band -3, i.e., P.B.3+ 5400 Grade Pay after 4 years of service shall be presumed to be a financial progression under MACP Scheme, 2010. And further be pleased to issue writ of Mandamus directing the Respondents to allow and grant third financial progression to the petitioners after completion of 30 years service as mandated under Modified Assured Career Progression Scheme, 2010 AND/ Or be pleased to pass such other order(s) as Your Lordship may deem fit and proper.”

At the outset, the learned counsel for the petitioners seeks liberty on behalf of the petitioners to approach the respondent authorities for redressal of their subsisting grievances. Liberty so sought is granted.
