3 14-07-2022 Heard learned counsel for the petitioners and learned State counsel.
The petitioners assail the panel, prepared by the District Magistrate in respect of employees serving under the District Magistrate for their regularisation. The petitioners’ claim to be working on fixed monthly wages basis in the office of Assistant Engineer, Irrigation Department.

Specific averment of the authorities in the counteraffidavit is that the panel is limited to the employees in the collectorate with which the petitioners have no concern.
That apart, this Court would observe without impleading the beneficiaries of the panel in question, which was prepared in 2011, the same is sought to be assailed by filing a writ petition in 2019, regardless of the third party rights; and after delay and manifest laches on the part of the petitioner.
Writ petition is dismissed.
