“That the instant writ petition on behalf of an acute Handicapped ( PPRF 50%), Scheduled Caste petitioner, passing the B.Sc. Engineering, Civil Certificate, Bihar College of Engineering, Patna pursuant to giving a direction and commanding the Authority/Respondents concerned to reconsider his appointment to the post of Special Survey Assistant Settlement Officer by issuance of an appropriate writ of either of Mandamus as well as Certiorari, so that the petitioner righteously obtain the said post for which he is in all manners Qualified, with respect to mandate of prescribed Form of reservation as per stipulation of Bihar State Engineering Colleges, the conditions laid

down in Advertisement No.3/2019, wherein his selection to the post of Special Survey Assistant Settlement Officer, having mala fidely and perversely as well as erroneously been denied on the coercive part of the Respondent Authority Concerned under Inequitableness towards publishing the Special Survey Assistant Settlement OfficerProvisional Selection List under S.C. Category (Annexure-1 and in the interest of Justice and Equity, further pleased to your Lordships to make issuance of writ or certiorari to quash the selection or appointment of irrelevant candidates to the aforesaid post, who have obtained his/their posts by hook and crook and making manoeuvre therein.”
