Vide order dated 23.09.2011, he was advised to apply afresh owing to change in the entire system adopted for grant of passport. It further appears from Annexure-18 that the matter was agitated before the Directorate of Public Grievance, (Cabinet Secretariat), Government of India, whereon he was communicated vide letter dated 12.06.2013 that the petitioner shall have to apply afresh for issue of passport in the new system.
