JUSTICE JAYANANDAN SINGH ORAL ORDER 3 04-07-2013 Petitioner’s father had a valid licence under Public Distribution System. His licence was cancelled. Against the same, he filed his appeal before the Collector, West Champaran which was numbered as P.D.S. Appeal No.11 of 2011-2012. While appeal was pending, he died. Hence, petitioner filed an application for his substitution in the appeal in place of his deceased father. By the impugned order dated 04.12.2012, the Collector, West Champaran has rejected his appeal.
