The grievance in respect of non-payment of bills of petitioner is against the private contractor and not against Power Grid Corporation of India. In the circumstances, no writ lies before this Court against the private contractors, namely, respondent nos. 3 and 4. Petitioner may seek its remedy in a court of competent jurisdiction or in terms of any agreement if entered into with the respondents. This writ application is disposed of.
